Reedley, California Biolab: CCP involvement and CDC negligence. An investigation & interview with Dr. Li-Meng Yan.

I’m very excited about this article investigating the Reedley Biolab in California. It is the first of a series of articles I am doing with Chinese virologist & MD, PhD, Li-Meng Yan.

Background: Li-Meng Yan, MD, PhD

On January 19th, 2020, Chinese Virologist Dr. Yan became an anonymous whistleblower. She revealed, based on her own insider knowledge as a SARS-CoV-2 researcher at University of Hong Kong that, not only was SARS-CoV-2 the result of gain of function research, but a weaponized virus from CCP’s bioweapon project. She had been working in one of the top Virology labs at Hong Kong University: a World Health Organization Reference Laboratory with Malik Peiris and Leo Poon (here is one of her SARS-CoV-2 papers in Nature).

She was asked to begin research on the origins of a mystery virus in Wuhan by her WHO lab leaders in December of 2019 when she discovered that (what would soon come to be known as) SARS-CoV-2 had been created in PLA (People’s Liberation Army) laboratory. She found overwhelming evidence the virus was not from nature:

1. It was created using ZC45/ZXC21 as the template, 2. A furin cleavage site had been inserted, 3. It had undergone serial passage of the hACE2 (h=human) receptor in humanized mice, 4. It had changes in its receptor binding motif to make it more pathogenic and transmissible in humans and finally 5. The SARS-CoV-3 E protein had 100% the same amino acid sequence as the ZC45 template, which she says would have been “impossible” if the virus had had a natural origin. She refers to the E protein changes as the “smoking gun”, but all the changes clearly indicated together to her this virus was made in a lab. She eventually published her findings here, where she also presented evidence SARS-CoV-2 was a bioweapon purpose created by the CCP to infect humans.

Around this time, she was told by her lab supervisor to focus on trying to find evidence of the raccoon dog as the host of SARS-CoV-2. Instead, she spoke out about her actual findings anonymously over Lude Media (a Chinese speaking broadcast in the US). This was the 19th of January 2020. She then received a call from a friend that she was going to be “disappeared” by the CCP. Knowing her life was in danger, she flew from Hong Kong to the US in April of 2020. She has now been living in hiding in the US for the last 3.5 years and I feel very fortunate to have become friends with her.

On Sunday, I had a 2 hour long Zoom conversation with Li-Meng, covering many topics, including the origins of SARS-CoV-2, her personal story of escape and persecution and many topics related to the CCP that we feel will be relevant to Americans. We will also do at least one recorded interview/podcast. I highly recommend her podcast, The Voice of Dr. Yan. It’s like the most fascinating fiction novel you’ve ever read/heard but better ;-) (see my Substack name). I am taking the time to do these interviews & articles because Dr. Yan has many things she can teach us that we are not hearing from the mainstream media- and I am so grateful she is willing to do so! As always, I welcome counter-evidence and debate.

Reedley, California illegal biolab

The first topic I am going to discuss on this substack is the illegal Biolab in Reedley, California, which is described in this Congressional Report:

PRC= People’s Republic of China

Dr. Yan was the first to tell the public that the owner of this lab, Jiabei “Jesse” Zhu, is the director of a large transnational business based in China, which is connected with CCP’s United Front and Public Security. She has so far been proven right about both the origin of SARS-CoV-2 and the nature of the Reedley Biolab.

The Reedley Lab

The best description of what we know about the lab is in the congressional report and the associated video. All the details I write here are contained in the report. Briefly, in December of 2022, a code enforcement operator name Jessalyn Haper noted a hose sticking out of a warehouse that was in clear violation of the city’s building code. When she entered the warehouse, she found 30+ medical grade freezers and thousands of vials of biological substances, some labeled with names of infectious diseases like HIV and Malaria.

When the city investigated, they found nearly 1,000 transgenic mice, which the lab workers told them were genetically engineered to catch and carry SARS-CoV-2. The city of Reedley embarked on a 9 month investigation and, in this process of attempting to determine which infectious diseases were in this lab, called the FBI and CDC. FBI declined to investigate and CDC “hung up on them multiple times.” That’s when they got their local member of Congress, Jim Costa (D), involved. He was able to convince the CDC to investigate. But when CDC came, they simply read the labels on the vials to determine there were at least 20 infectious diseases, including several “serious or lethal human diseases” which we know from labels included HIV, malaria, tuberculosis, Hep B &C, COVID-19, Dengue, HPV, RSV and Rubella (bags labeled ebola were also eventually found). But — the CDC refused to test the samples —even when they were offered payment by the city of Reedley to do so. The CDC instead concluded “there was no evidence of select agents or toxins.” But, um, absence of evidence is not evidence of absence. How could they make this conclusion without testing them? Why not take the money and do the testing? Is the CDC’s job not to defend the US against potential bioterrorist attacks & they list ebola of one of the top threats?

The CDC then went on to request the almost 450 gallons of biological materials simply be destroyed by local officials- without testing. In the process of destroying them including all of lab equipment (and presumably the mice), a freezer labeled “Ebola” was identified. But when the CDC was notified, they responded they had not noticed this label and that this should also be destroyed. That the samples “did not merit testing.”

(Whah??????? )

The owner, Jesse Jia Bei Zhu, had stolen millions of dollars of US intellectual property which he admitted were “done to further People’s Republic of China policy”. Zhu formed dozens of companies in Canada that engaged in massive theft of American intellectual property resulting in a $330 million Canadian court judgement. He then said in private messages over the Chinese messaging application WeChat that he would “defeat the American aggressor and wild and ambitious wolf. While the law is strong, the outlaw is stronger”. Following this, he fled to the US under a new name David He. He set up a new network with the same PRC board members. In the US he purchased counterfeit covid, pregnancy, ovulation, etc test kits from CCP/PRC to sell fraudulently in the US as “made in the USA” and sold at a steep markup. None of this required all of the biological substances, medical grade freezers or 900+ transgenic (humanized) mice (potentially the same type used in serial passage?). There were also large unexplained money transfers for millions of dollars from PRC bank accounts to Zhu.

Then on October 18th, 2023, Zhu was arrested by FDA for selling counterfeit test kits. It is unclear whether federal officials are investigating the ebola, transgenic mice and connections to the CCP.

Okay, now let’s bring in Li-Meng Yan.

Interview with Dr. Yan

TB Høeg: So what is this lab?

LM Yan: Based on evidence, I believe Jesse Zhu is CCP’s agent working for CCP’s military-fusion operations, including this lab. With all the dangerous, lethal pathogens and bio-materials, it is like an arsenal, which could potentially cause bio-attacks on US soil.

Why? What is CCP’s ultimate goal?

CCP wants to ruin, and take over the US.

Wow, really? I recently read this “secret speech” from 2003 by Defense Minister Chi Haotian, where he describes Communist China’s desire to be like Nazi Germany but “better” and take over the United States to get their land for “lebensraum” (German for “living space”) - and they would be more likely to succeed than the Germans because the Chinese can actually claim racial superiority (“Hitler’s Germany had once bragged that the German race was the most superior race on earth, but the fact is, our nation is far superior to the Germans”). I was incredibly disturbed by it but had no way of verifying it was a real speech - was it?

Yes the speech was right. It’s true. It was radio-leaked. Now Xi Jinping is more aggressive than that! But CCP is clandestine. You can’t see what they don’t want you to see. The real talking and documents within the top level is even worse. Please let US government know we have a source that has confirmed at least 30 types of novel bioweapons already developed by CCP, meaning they are getting to the final stage for testing. Also one of the pathogens will infect through the respiratory/airway but cause leukemia. The person who told us this was crying.

What should people in the US do?

People need to be aware of how evil CCP is. People think of China as being like a panda… panda hugs. Even New York Times and Wall Street Journal are helping China. Every country has their human rights issues but in China it’s much worse than you know. They use prisoners to work in nuclear mines and they die but CCP just say they disappeared.

What do you think about CDC and FBI’s (lack of) reaction to the Reedley Biolab?

It would be like if Israel just found evidence of crimes committed by Hamas but ignored it. Why would they do that?

So why did the people at the Reedley lab not just release the diseases?

How do you know they haven’t?

How many labs are there in this bio network?

Definitely there are others. China would not put all their eggs in one basket. The question is why did China dare to set up such a lab in California. California is highly infiltrated by CCP. Maybe there has been infiltration of regional FBI, maybe there is someone from CCP inside CDC who decided to downplay this.

Yeah, I have been very critical of the CDC for years now, but to me just throwing all of these infectious pathogens away without testing them and just hanging up on concerned local officials - this is beyond what I had expected.

I think it’s shocking. I think it is necessary to investigate who at the CDC was in charge of this case. Who answered the phone call? Who is this person’s boss? Were there any meetings about the Reedley biolab within the CDC. These types of investigations are very important.

The staff at Reedley Biolab actually told the local officials (this is in the local court file) we were going to transfer these pathogens to another location near Yosemite. We just don’t know how many alternate locations they have. If CCP has a big warehouse somewhere we know they have a good relationship with FBI and the police there. Also, the warehouse is more like a hub that distributes these pathogens to others… who has received them? People in universities? We don’t know who has these pathogens.

And now these could be distributed all over and they weren’t tested by the CDC so we don’t know everything the warehouse contained.

That in itself is shocking. If this warehouse were owned by Hamas would we just assume this was limited to one lab?

What about these transgenic mice? Obviously they did not need these on site for creating testing kits. Do you think these are similar to the mice used for the serial passage of the original SARS-CoV-2? Do you think other labs across the world may be responsible for variants like alpha and omicron?

I don’t know what specific genetic engineering mice they are (I don’t think it is mentioned in the court or Congress reports). The lab manager and Jesse Zhu claimed the mice were made to carry COVID-19 variants, so it could be hACE2 mice with or without other engineered functions. Yes, those mice can be used to create and test new variants, or even other SARS2-like pathogens. You are correct. There is no reason for such diagnostic lab to keep mice at all, unless there are other illegal purposes.

I have spoken and written before about Zhou Yusen, who mysteriously fell from the roof of the Wuhan Institute of Virology, had published a paper about how a change in a single amino acid N501Y could increase the virulence of SARS-CoV-2. This paper was published in Nature in July of 2020. Then the alpha/UK variant had this exact mutation. It seems unlikely this was a coincidence. We just don’t know if other labs like Reedley are creating or have created variants, but it is possible.

What about other viruses? Like is SARS-1 from nature? What about MERS?

SARS-1 is also very likely a lab product and not of natural orgin. In PLA’s book, the Bioweapon General, author Xu Dezhong concludes that SARS1 was not natural origin (which is equal to CCP-PLA’s official opinion).

MERS my husband helped discover was from the camel but the evidence of nature vs lab is not solid for MERS.

Getting back to the Reedley lab, so you do not think Jesse Zhu was just one Chinese person who did not know what they were doing running an illegal lab?

No. I wrote an entire article talking about this.

Tell me about the owner of this lab, Jesse Zhu (aka Jia-Bei Zhu). You very quickly knew he was working for the CCP- how?

I was the first to discover that Zhu runs a large transnational business based in China and connected with CCP’s United Front and Public Security. This is called PBI (Prestige Biotech, Inc) as well as Universal Meditech (UMI), which is now bankrupt, but was in the US, Canada and Australia. PBI and UMI are both connected with CCP’s United Front Work and Public Security. These are the same departments in charge of the notorious CCP-run overseas police stations. Zhu is a highly-trained scientist from China who received $2 million in bank transfers directly from China. You can’t get bank transfers like this without the CCP backing it. China is not a free society like the US.

Can we talk about how criticizing CCP is being labeled as racist against Chinese people? It seems hard for Americans to understand they need to distinguish between CCP and the people of China or Chinese people such as yourself.

CCP uses “political correctness” as the shell to protect the CCP. The logic is very simple. China/CCP uses all the Chinese people to protect them. But CCP is the most anti-Chinese and the most racist because they kill Chinese people in China. They released a virus to kill Chinese and foreigners. I was sued for being anti-Chinese by people connected with the CCP. But this lawsuit failed and you can’t say I am anti-Chinese because I am Chinese so now CCP’s protection was broken by me. I am from China, I have worked in a Chinese virology lab, I speak Chinese, I know CCP, I grew up in mainland China. So you can’t accuse me of being a racist person for revealing the truth of COVID-19 and CCP.

Ending Thoughts

Mainstream Media Coverage of the Reedley lab

The (very little amount of) main stream media coverage of what happened with this lab is vastly different than what the Select Subcommittee found (we must ask why— and in particular why outlets like the New York Times haven’t covered it). As Dr. Yan explained to me, many media outlets and universities have CCP members working for them without knowing. These employees try to maintain the narrative that anything anti-CCP is also “anti-Chinese”.

Of course I immediately thought of this.

Could it also explain coverage like this, which focuses on “conspiracy theories” rather than the danger these biological agents likely posed?

And this?

Why do both outlets refer to concerns about the lab as conspiracy theories, when we have a congressional report suggesting the concerns are valid? Why aren’t MSM asking the questions I am asking in this Substack?

CDC’s Negligence

 The CDC’s refusal to help investigate the situation and substances in the lab is shocking. I have been publicly critical of the CDC for the last 3 years (based on my own research groups’ work):

Some examples of CDC shortcomings that last 3 years found by my research teams:

-CDC misinterpreted our Wood Co Wi study on school reopening (& kept schools closed way too long)

-misrepresented benefit-risk ratio of COVID-19 vaccines in adolescents and young adults

-misrepresented and propagandized masking data

-refused to publish a data re-analyses of a study in their own journal that did not fit their agenda

-overstated the risks of Long Covid

-repeatedly made basic “errors” that exaggerated COVID-19’s risks to children

-wanted to mask 2 year olds - and in perpetuity, etc etc.

I have testified before Congress 3 times about the above topics and continue to work with congress investigating the CDC. But something about CDC’s refusal to help investigate the Reedley biolab struck me as different. Truly, how could they be this openly negligent?

I agree with Dr. Yan that we need a more thorough investigation of:

1. The nature of the illegal Reedley lab, if there are more similar labs and if the potentially lethal substances were distributed anywhere and

2. Of CDC's failure to fulfill such fundamental duties. Why did they not respond to concerns of local health officials? Why did they refuse to investigate 20+ pathogenic biological substances, including what appeared to be ebola, category A bioterrorism agent but instead simply ordered the destruction of the evidence?
